Dave -

Put a switch in the wire going from the ECU to the wastegate solenoid.
When this is disconnected, you are limited to the boost created by
the spring in the wastegate cover, which should be 8 lbs or so.  That
should cut power acceptably.   I can't tell you how to limit the revs
though.

I need to do this to my UrS6 for the same reasons.  24 PSI in the hands
of a parking valet is an invitation to screw up the car.
