Fog lights without headlights?

Sounds like there is a relay somewhere in the circuit that is fed a 12V
signal by the low beams. What you need to do is see where that 12V feed
enters the fog light switch. Then, simply connect that line to any other
12V source, preferably post ignition switch (so that turning off the key
kills the fogs and saves the battery!).
