Dead climate control ('86 5TQ)

I've had this before.  It was a dead ground wire to the actual control
box.(not the head unit)  This box is located behind the glove compartment,
and in my case, the ground wire was pinched.  It finally broke after about
14 years of service.  I would say that this is almost certainly your problem
as well.

PROBLEM:  Climate control completely dead.

ATTEMPTED FIX:  Swapped with known working climate control head.

RESULT:  Climate control still dead.

Applicable fuses are intact.  Bentley doesn't appear to show any relays for
the system.

What is the likely culprit?
