This does really not hold true.  I have a 1984 Suburban with a modified 454
out of a 1974 Chevelle SS.  Not one smog device.  An Edelbrock 4bbl carb
dual 2.5 inch exhaust and other performance stuff.  The car will still pass.
Why?  Because all I need is 3 minutes under the hood to lean the carb.
After the test, all I need is another 3 min under the hood to bring it back
to running like it should.  The moral?  Even a lead loving 70s big block can
pass.  I am not saying your car is running lean, but rather it is more
likely the luck of the draw.  I have had cars with new cats and O2 sensors
fail.

BTW, I don't necessarily advocate destroying the environment with pumped up
uncatylized big blocks, however when the rig was converted from a diesel,
there were no requirements for returning it back to stock emission form
