emissions passed w/o o2 or cat!

Any idea how much tighter the emission requirement is for a late 90's
car than for an '86? My '77 Mazda GLC passed easily even though it was
"maintenance deprived," because the hydrocarbons limit was something
like 300 ppm, even here in California.
