Joel -
On my 5k, there's a single set screw holding the ignition electrical
switch onto the lock cylinder. This set screw is screwed in from the
top, apparently in some misguided effort to make it harder to steal the
car.
You can get to it without removing the dash or the steering column,
though it requires a very short little screwdriver (flat blade), a
mirror, and some patience.
I can't say if the 90 has the same setup.
