Carbon Canister Solenoid Working?

    I am wondering about something.  One of my carbon canister solenoids
clicks quite loudly, almost sounds like bad lifters.  That obviously means
it's working right?  The other one doesn't make any noises and when I pop
the cap off the carbon canister I barely get any air blowing out.  I
remember when setting mixture before the turbo work that when the carbon
canister cap was off there was more air chuffing out at idle.  Could I have
a busted solenoid?  I also have way too much oily goo circulating around my
crank breather system still, could that be connected?
