200Q won't crank

Yeah, it's me again.  My 200 has occasionally been hard to start, and 
then this morning, it wouldn't start at all.  After trying for a few 
minutes, it wouldn't even turn over.  Even with the battery charger 
set on START, it would only click. Charged it all day, still no go, 
Ignition on, the volt gauge shows 12 volts, when the fuel pump turns 
on, it drops to about 11, and when I turn the key, it falls all the 
way.  I'm thinking maybe the starter has shorted out, since it's had 
to work a lot this winter, and the car had at one point had leaked a 
lot of oil on it.  So, do you think my guess is right, or is it 
something else entirely?  Help me get her fixed, so I don't have to 
bum rides from my friends with american cars.
