Try cleaning the valve some more.  Also, check all the intake side hoses
for cracks that might allow air leaks, particularly those that may
have been wiggled when you removed the valve.  On a car that is over
15 years old the rubber bits surely would have hardened and could
crack easily.  If all this fails, it is likely that the car's basic
idle speed setting has been altered to "compensate" for the idle
stabilizer valve's misbehavings, and you can try turning down the idle
by tightening the idle adjustment screw on the throttle body.  Note,
though, since the basic idle speed, ignition timing, and fuel mixture
adjustments are all inter-related, the *proper* way of adjusting any one
of those is to follow the instructions in the Bentley manual.
