[LAC] H4 vs H4/H1 questions

I know the Caprice was sold here, but still with DOT's. How the headlights were
approved I dont know, but I _do_ know the tails and side markers werent. The
importer installed some big rear fog lights and back up lights (since the
original backups were converted to amber blinkers) that looked like they
belonged on a bus or something. I'm talking wagon body here.
