You mentioned that you replaced the races.  Having done this on my coupe
a while ago, I remember it as being a bit of a fight, since they are a
tight press fit.  Is there any chance they are not seated all the way in
and then "settle a bit" allowing some unplanned movement?  Or, that they
might be damaged?

By the way, that "tighten nut til the washer can be moved" spec is
correct.  Another way I've seen it done/done it is to spint he wheel and
tighten the nut til the wheel binds a little - slows down faster - then
back off the nut slightly and check the washer for that slight
"movability".
