Well I finally got time with while the weather cooperated to check out the
climate control system.

Further investigation showed that it was an electrical problem at or near the
connector to the programmer.  I resoldered the connector pins to PC and cleaned
things up some  (and added the resistor to the motor pot).  And now it seems to
be running as designed.

For others that might be suffering thru this, I would note that nothing looked
obviously bad on these connectors, pins or solder joints.  But re-soldering and
cleaning everything appears to solve it.
