80 cooling fan stuck on (part II)

i replaced the fan switch in the rad yesterday, drove
it today, no problems, took it to the store tonight
for bread, came home shut the key off and they came
on, gave them a few minutes, puuled the plug on the
rad switch and still stayed on, pulled the relay and
they shut off, noe is the relay bad or is it just a
fluke ?? the first time this happened i unpluged the
fan itself, and plugged it right back in and it stayed
off, if that helps ?? what does the block on the fans
do ?? i guess its a resistor, but why ??
