If the line is either disconnected or leaking, it would not read .3
"all the time", right?  I would think it would read close to 1.0;
sounds to me like a toasted ECU pressure sensor, or a plugged line.
I'd say swap ECUs with another lister(seems to be the advice of the
day, eh?) or grab one from a u-pull-it yard.  I suppose it could also
be plugged/pinched, but that would have to be one heck of a pinch to
seal that well...
