go to one of the last photos, it shows a large allen wrench being used
to lock the cam pulley, safely.
as far as spinning the shafts on a 4kq engine, it is non-interference
(valves won't hit pistons) so it is really no big deal if you turn one
of them 20 or 30 degrees for convenience during the job.
