Brake light & more

Three problems on my son's 1990 Audi 100 for which repair advice would
be appreciated:
1. Brake light stays on after car is started. The bomb is new and the
system has been check out by mechanic and found to be working o.k. Any
idea as to what may be causing the light to stay on?
2. The anti-theft is coming on with cause. Had to pull the fuse which
means the power locks are not working. would like to get this resolved
since pulling th locks manually is getting to be a real pain.

3. Number 15 fuse (wipers, turn signals, etc) with 25 amp keeps
blowing. I noticed a slight buzz in combination switch with the inside
of the turn signal arm showing some arcing when the buzz occurs. The
fuse seems to blow when the wiper are switched on however. Any idea
for
fix?
