This is exactly how things work here in Poland. You can only unregister
your car in three cases:
1) You sold it
2) It was stolen from you
3) You crushed it at a certified recycling facility
I've heard a story of a guy who converted his old Fiat 126 into a mini
tractor. It turned out he needs to keep his "car" registered and pay
insurance - there's no way for him now to legally unregister the car
except maybe to crush the leftover body parts.
