IMHO, its not supposed to run with the screw turned completely in. If it
does, you're getting air bleeding past somewhere else. Like the throttle
plate maybe? I have always used 1 to 1.5 turns out. This must of course be
balanced with the throttle plate stop screw, which for my money is supposed
to just capture paper between the screw & the stop.
There is some disagreement as to exactly how to set these up, but I learned
this from a Weber manual, and have had this work well on a lot of cars
including 2 CGTs, my URQ, and 2 multi-carb V-12 Ferraris.
