Looking at the chart again I can verify that he is talking of a single tube.
He does include a second scale for diameters of dual pipes.  The dual
equivalent of a single 3" tube is a pair of 2 1/8" tubes.

For reasons of chassis clearance, packaging and such duals are a valid
consideration... I'm thinking two parallel tubes still exiting the left
side.
