Not to get preachy, but a)what you suggest is illegal and b)even if
it wasn't, you're not doing the environment any favors.  Further,
many states are going to on-dyno exhaust testing, stricter standards
etc...you might get a big surprise next year at the emissions test.

Suitable high flow catalytic converters are available from companies
like Random Technologies and similar.

That said, yes, in many ways having a local welder spend some time
with the car isn't a bad idea at all.  Paul Royal designed his own
system on his 90q20v, and it's quite nice.  I think the total cost
was under $300 for a full system.  A summary of the PNs he used for
ordering various pieces is hanging around somewhere in the archives.
