I don't think there is a way of doing this without damaging the paint.. In
college I had an 82 coupe with 15" bbs wheels.. I forget the width, but I
did have rubbing problems.. My dad told me to roll the fender with a
baseball bat, which worked, but it cracked the paint all to heck.. So I just
took some touch up paint and kept it from rusting, but the paint cracking
was visible slightly, so I would try maybe a clothes hanging rod size
diameter at first... but really there is no way of doing it without
dammaging the paint.... or cutting the inner fender... come to think of it..
you may try a dremmel tool.. It will take forever, but you may not have the
paint dammage on the part of the fender that faces the street (which I
had)..
