Different flap, Ken. Robert was referring to the flaps inside the heater
core box, I think. On the 5k, that system of flaps that controls where the
airflow goes is run by a cable from the controls box in the passenger footwell.
"Econ" uses outside air and does no cooling. It will temper cold outside
air to warm by passing it over a heated heater core, but it will not reduce
the temperature of the outside air.
