Just cables is likely sufficient unless it's been seized up long enough
for the excess heat to damage the caliper and pads.

When mine first failed it was cold, snown, and slushy. Occaisionally the
slush/gunk would get into the cable and freeze it solid, some heat would
loose it until the next good splash. If you can get the end clean,
greasing it up well will give you a little bit of temporary protection.
You can also just unhook the offending cable, but the way the system is
set up a single cable provides very little grip- not good enugh on most
hills.
