1.Send the title to your friend abroad.

2. He takes it to any american embassy/consulate.

3.He signs there in front of a notary(not before), and show a valid document
(passport, driver license). All embassy/consulate has at least one. However,
it is good idea call before you go. This type of service has crazy hours
around the globe (and here too).

4. He sends back through a reliable carrier (FEDEX, DHL). If this document
gets on the wrong hands, this person can buy the car for $0.

5. Now you can sell it.
