keep blowing fuse #3 horn/brakes

I just replaced the fuse for the horn/brakes in my 200q for the
second time. It blew while using the horn, I think the same happened
last time. Anyhow, I use my horn all the time, but these two time the
fuse blows. ANyone know why? I don't want to lose my brake light, nor
do I want to stop blowing my horn (I'm an NYC-er).
