A gross generalization, but #2 is better than #1, but then actual
design execution and owner's actual needs should dictate. BTW,
Audi's quattro is better than either.

HID *is* Xenon. Xenon is the gas that is used inside the high intensity
discharge bulbs. Maybe you mean halogen vs. HID? At any rate, HID
puts out more light per watt of electrical power, and if combined with
appropriate lens/reflector design is superior to halogen.
