Given these as the only two choices I'd pick #2.

HID - no question.  HID bulbs use Xenon as the gas but produce their light
from essentially the same method used in a neon light.  HID lights do not
have a filament, only two electrodes used to excite the Xenon into
discharging and emitting light as a result of that discharge (HID = High
Intensity Discharge).  This is VERY efficient and produces immensely more
light per watt of electricity consumed.  Of course, properly designed
lenses and reflectors are required in order to make efficient use of all
that available light.

What are commonly called Xenon lights are essentially ordinary quartz
halogen lights with a little added Xenon gas inside the glass.  They have a
filament and are simply good quality ordinary lights.  They are nothing
special.  HID lights, OTOH...

Chrysler Pacifica?  For crying out loud!  Tell him to get an Audi quattro
and be done with it.
