code 2141

Hey guys,
   I'm havin some troubles with bad running. Under load, the engine light
comes on. I ran the test and got code 2141 meaning timing had been retarded to
the max. Also, it doesn't accelerate very smoothly. You can feel the power
slightly changing (dunno teh technical term for this...surging maybe?). The
car won't accelerate nearly as good as it used to although I still get 1.8
bar. I'm running 93 octane and the car has a QLCC chip and wastegate spring.
What could be causing this?
