Fuel Tank venting - '83 Ur Q

Turns out the fitting looking thing is just where the rod for the sender
goes throuth. Sender is shot though, so I'll start there.
Puzzled as to where the vapors are coming from. It is particularly bad just
after filling the tank. I'm not finding any visible leaks thankfully.
There may be a problem with the venting somewhere, I am not seeing it, as
everything looks intact when compared to the diagrams.
