sheared woodruff key on crank pulley

The woodruff key is primarily there to locate the timing gear. If the
key still fits tightly in the keyway, or can be made to do so by
welding, or metal loaded epoxy, then you should be okay. You'll need to
make sure to you torque the bolt correctly.
In any case, it can't hurt to try. The worst that could happen is that
you'll bend some valves and have to replace the crank, but if you're
taking the engine apart anyhow, you might as well do a complete
rebuild, so there's really no loss.
