Master cylinder is bad - classic problem.

Instant diagnosis - hose cold water on the master cylinder when the brakes
are binding - instant relief . . .

Rebuilts are available from Discount, Pep Boyz, et al, about $50. Bleed
brakes after installation, you may also need the two rubber grommets
between the reservoir and the master (see if they come with the master),
but they are cheap.
