I see no reason why it is certain that the play is in the strut bearing.
The main reason is that the strut bearing is not actually fixed to the
car, it simply rests in the top fo the strut tower of the body. jack
the car up, and it can drop down, and often does. Then the strut
assembly is free to drop until the big washer rests on the top of the
strut tower.
The reason there is play there (between the washer and the tower top) at
all is to allow for the strut to change angle when steering, bouncing, etc.
Not to say that there *isn't* a bad or worn part, but it is not
necessarily so.
