rallies like the "Copperstate"

I'm new to the Audi list,  but does anyone have info on road rallies (in the western states) where one can run their car at max performace without fear of speeding tickets?  I heard something a couple of months ago from one of the Bennett's (2bennett.com - Audi performance guru's) about a rally that just had finished the day before sponsored by (I think) the Quattro club of No. Cal.  Do these rallies allow for open road running at speed?
