[urq] [marketplace] SCAMS read read read!!!

Looks like the same guy aka Dave Coley Procurements out of Dublin.  I
believe Glen Powell posted about him a couple weeks ago.  I read the
transcript and recognized it word for word as a boiler plate email I
received from him a couple months ago.  It sounded fishy then, too.
