Your observed behavior sounds normal, so that is good.
Pull the big hose off the front of the turbo, and rotate the turbine by
hand. If it moves freely, then the turbo is very likely ok and working.
The usually have some play radially (up-down or left-right), but should be
tight axially (fore-aft).
