Windows, door locks on 86 5kcstq

First of all, all of the power windows work, but only from the drivers door.  I have tried replacing switches-nothing.  The lockout switch is working, cause the cig lighter turns on/off.  And door locks, ahh door locks!  The vaccum pump is not getting power(i've tried replacing) But my meter shows 11.26v coming to the plug!???  Any sugg.???
