Will Manadatory dyno testing kill quattro and 4wd?

Hi,

This was provoked by Jim Green's post on using a 2 wheel dyno on a 90q.
Dyno testing will become mandatory in all populated areas of California
commencing soon if not already.  Other states are sure to follow suit.

I didn't think about it until Jim's post, but how will the 4wd owners get
their dyno testing done?

Will the requirement make the 4wd's unpopular and go away?
