My '94 100 S Avant has the same attitude.  Jiggling the key doesn't work.
I "solve" the problem by moving the shift lever to the right, which releases
something that lets me turn the key completely counterclockwise, after
which the key comes out with ease.  There is probably another switch in
the shifter that could be repaired or replaced, but this solution is easy
enough.
