To me it seems you elected to have it fixed at your own expense for
peace of mind. Do you have the old pads? What is the wear limit? Did
you look at them? Did you explicitly tell the dealer to inspect the
brakes when you brought it in? Is your independent mechanic trying to
get some value added to a tire mount and balance?
Where I live the, state mandated safety inspections only requires them
to look at one front wheel.
If your dealer pays this kiss them on the lips!
