Anyone have experience with old VW diesels???? Need help

Basically the car has sat for 2 months and now won't start...   I've bled and 
primed the fuel system a couple of times.  It ran great before it sat around 
and now it just turns over and over and nothing much happens even with 
starting fluid.  I've checked the fuses and as far as I can tell they are all okay.   
Only odd thing isthat the glow plugs won't turn on unless the headlights are 
switched on.   

Any help would be great..
