OK, sounds like your maybe your car has some wiring problems.
Normally, in order for a 12V to appear across the two pins of the CSV,
the following conditions must be true:
- The ignition switch is in the "start" position (note my typo in my
previous email, when I typed "ignition switch is on"). This supplies
the 12V from the battery through the fuse/relay panel to the positive
pin of the CSV.
AND one of the following:
- The TTS has determined that the engine is cold and shunts the
negative pin of the CSV to ground.
- You have a hot start pulse relay and you have been trying to crank
start the car for more than a few seconds and the car doesn't fire.
The hot start pulse relay will then start clicking on and off to
shunt around the TTS, allowing the CSV to "pulse". You should be able
to hear the hot start pulse relay when it does this.
If you are seeing 12V at the CSV plug even after the car has started
and is running, then the 12V supply to the CSV is not wired to
the fuse/relay panel correctly, or there is a problem (short) in the
fuse/relay panel itself or wiring to cause 12V to get into that line,
*and* either the TTS or hot start pulse relay is shorting to ground.
To test the TTS, simply disconnect the plug from the TTS when the
engine is warm/hot, and test the continuity using a multimeter between
the engine block and the TTS switch pin (the one that has the green/white
wire going to it from the plug). If it reads near zero ohms, then the
TTS is bad.
If you have a hot start pulse relay, check the continuity between
the TTS plug green/white wire and the engine block. It should be
open circuit. If you have a short, then either the hot start pulse
relay is stuck on, or there is another wiring problem somewhere.
Look at your car's wiring diagram to try to understand what I'm
describing here before you start debugging.
