That is what he said.  It is supposed to be.  It is the *ground* side 
that is switched via the thermotime switch, and sometimes the hot start 
pulse relay.  Which, if your car has it, might be located above the 
glovebox area.

Are you measuring *across* the plug or from the plug to another ground? 
  If you're measuring across the plug, something is wrong.  Now it's 
time to test your thermotime switch to see if it is passing that ground 
along continuously.

The TTS should be "closed," or approximately zero ohms, for a short time 
when it is below certain temperatures.  There is a graph showing this in 
the Bentley (and maybe, in the Haynes).  Unplug it and use an 
ohmmeter/multimeter to check it.

the hot start pulse relay is # 813 906 054, and has three terminals. 
That might help you look for it.

That hacked dash swap might very well be an issue here.  You also 
mentioned a problem with some o-rings in your fuel distributor?  It's 
going to be hard to properly trouble shoot engine operation if that 
thing isn't working right.  Do you need a spare or two?  I probably 
still have 2-3 relatively complete CIS systems in the attic...
