Whats wrong here? fuse #4

My 1991 20valve also blows fuse #4. 0.3 ohms to chassis.  If you find
out where the short is please let me know.

I disconnected everything I could get to, inspected the cigarette
lighter, rear amplifiers etc.  

Then I had the great idea that I would inject an ac signal and using a
clamp on current probe see where the current went.  Unfortunately the
octopus wire harness disappears into a plastic conduit that runs the
length of the dash.  Next step is to take out the center consul and see
where that harness goes.
