Jet engine revving for takeoff?

That is the secondary air pump. It only kicks on when cold and supplies extra O2 for catalyst warmup. Wither your intake hose or exhaust hose from that pump is bad. The pump is located under the right hand side of the front bumper, almost underneath the airfilter housing. There is a hose which goes from the air cleaner to the pump, then to what looks like an EGR valve. All cars from 00 onward have that pump. Check the hoses and one will be loose or busted.

A hose for my 00 A4 was 20 bucks.
