Jet engine revving for takeoff?

FYI, a A6 was parked next to me at the local icecream joint last
night, engine running. The fan came on very much in a manner you
describe- actually sounded like it ramped up 3-4 levels, was rather
high-pitched, and made me instantly think of your email.
The guy then shut off the car, but when pulling out of his space
again, the fan ramped up quickly.
Isn't fan speed managed by the ECU in the newer cars?
