Audi owner in violation of town bylaws for unregistered vehicles

Came across this in the Globe this morning in the local news section 
for my town.  Apparently the neighbors are getting in a tiff because 
he's got a couple unregistered cars, one of which is an '86 5000S, 
and our town has a bylaw on the books prohibiting more than one 
unregistered car on the property.  Interesting to know, and a wake up 
call to listers who probably have more parts cars and whatnot than 
most folks.  I'm concerned about the (as far as I can tell) baseless 
accusation that his old cars are leaking fluids and polluting- 
suddenly retired chem professors are experts on automotive 
mechanicals...

The article makes it clear his preaching has left his neighbors sore, 
so they're not going to help him.  Maybe we can help him out somehow? 
The Audi isn't part of the Toyota family of course and not for spare 
parts- so maybe he'd entertain an offer on it, or maybe it has a 
simple problem we can help him out with to get it back on the road or 
in saleable condition?  Or maybe it has parts listers can use?
