You could roll the existing fenders.  The more complex methods include a 
unit that you bolt to the hub and make sucessive passes with an 
adjustable steel roller and a big lever.  I used to have a good picture 
of one, but I can't find it.  The poor man's (like me) way is to use 
successively larger pipe.  You put the car in neutral and walk the pipe 
around the fender between the tire and the fender lip.  By varying the 
angle of the pipe you can change the shape some.  By using successively 
larger pipe (or tires) you can run the car lower and run wider tires.  
It will take some work to make it look as good as using the professional 
system I described first.

I don't supposed there were any VW that had the same wheel arch?  On my 
autocross car I got more tire coverage by just using factory plastic 
fender extensions.  I don't know what that would look like on a 4k.

I guess it all depends on if you are building a car for speed or looks.  
It also depends on how wide a wheels you plan to run ;)  Good luck.
