Fedex nightmare

Presumably they were insured for whatever they were worth?  If they were 
new, one way or another FedEx will end up paying for the missing one. 
If they weren't, things could get weird - determining value, and whether 
a "new" one will work with the other three on your Q.

At least you don't actually need them yet, it's a little warm for snow 
tires right now...
