My money is on the switch. They carry the full voltage to
light the lights. I'm guessing the low beam is on 10 times
as much as the high beams (unless you live in the sticks),
causing that part of the switch to go first.
You could pull the switch and temporarily wire in a toggle
switch, and see if the intermittency goes away.
