I don't think that is the case with CIS-E3, just the turbo CIS seen in 
5000's and the like.

Could be a few things, I'd suspect things like the electronic PCV valve 
thing.

Fuel - check
Air - ?  is plate lifting while cranking?  (probably, since this creates 
fuel flow as well)
Spark - ?

Check with a spare plug, outdoors, no smell of fuel present.  Examine 
condition of cap/rotor/wires/plugs, hall sender connection, wires at coil.
